Ten years of Executive Vice President of the Montana Stockgrowers Association and Executive Secretary for Montana Public Lands Council. Responsible for all aspects of management and policy development related to a livestock and public lands association of more than 3,000 members, policy committees, boards of directors, and a staff of ten people and a budget of more than one million dollars.

Two years as Chief Financial Officer for Tejon Ranch, an American Stock Exchange Company that owns 2700,000 acres of land 60 miles north of Los Angeles. Responsible for all personnel, insurance, SEC filings, and financial management and accounting for all divisions--farming, livestock, minerals, commercial leases and real estate development, firewood division, and hunting.

Three years of banking and commercial lending experience. Responsible for$150 million loan portfolio, credit analysis, planning, marketing and personnel as Manager of Agriculture lending department.

Ten years of association management experience as Director of Membership Services and ad Special Assistant for the Texas Cattle Feeders Association. Responsible for revenue and membership development, professional seminars, conventions, strategic planning, special services and insurance.

Have supervised staff, budgets, cash management and investments, accounting, financial and strategic planning on many resource based issues on both private and public lands. Worked extensively with federal and state administration and regulatory officials as well as private citizens and landowners on resource, recreation, livestock and wildlife issues. Lobbied at state legislature and in Washington D.C. for more than ten years. Experienced in resource management, marketing, financial analysis and management, livestock and farming, insurance programs, membership recruitment and development programs, meeting planning and working with committees and boards of directors.

Able to communicate verbally and in writing--clearly, concisely and effectively. Attentive listener and can identify problems and develop solutions. Develops rapport easily and quickly with other people. Result oriented, candid, innovative, positive, and confident with people. Good organization skills. Can delegate and get things done through people.

Currently owns and operates farm and ranching operation in Central Montana. Executive Vice President of Montana Stockgrowers Association and Executive Secretary of the Montana Public Land Council from 1990 through 2000… President of Brookover Companies in 1989… Commercial Loan Officer for The First National Bank of Amarillo and Manager of Agriculture Lending Unit from 1984 to 1987… Director of Special Services and Membership Director for Texas Cattle feeders Association from 1975 to 1984… Texas Staff Coordinator for Beefernedum in 1979 and Beer Referendum in 1977… Part owner and operator of a Montana family farm from 1973 to 1975… Management Assistant for 35,000 head of Texas feedlot from 1972 to 1973 .

Completed the American Society of Association Executives Certified Association (CAE) training program in 1982. Have completed numerous seminars in finance, marketing, insurance and planning--including two 12-week Dale Carnegie sales courses. Publishes numerous articles in several state and national magazines. Effective public speaker and active in several state and national associations.

Active in the community Methodist Church. Served on Executive Committee of National Cattlemen’s Beef Association, currently chairman of the International Markets Committee of the National Cattlemen’s Beef Association, and currently on the board of the Montana State University Foundation. Served on the Presidential Search Committee for Montana State University in 2000. Received the MSU Alumni Association 2000 Alumni Achievement Award from Montana State University. Served in the Montana House of Representatives and currently serves in the Montana Senate.

Born in 1946. Own and operate Central Montana farm and ranch and along with wife Lorraine and operate Judith Gap Mercantile Store. Married Lorraine Haynes, formerly from Judith Gap, Montana. Have two children—Jennifer, 23 years old who is a civil engineer and lives with her husband in Denver, and Robert, 22 years old who is a graduate student at Oklahoma State University.


Goals for the Institute

Developing Countries:
To develop sustainable agricultural risk management programs for developing countries that result in economic stability and new sources of “risk capital” for their agriculture sectors.

Developed Countries:
To provide a training, succession planning, and “analytical research capability” environment for developed country governments and private companies engaged or expanding their work in agricultural risk management.
